Tri-County Human Services, in proud partnership with Blue Sky Communities and Community Assisted and Supportive Living, Inc. (CASL), celebrated the official ribbon cutting of Jersey Commons on May 27, 2025. Located in Winter Haven, this innovative 68-unit affordable housing development represents a major step forward in addressing the intersection of homelessness, behavioral health, and housing insecurity in Polk County.

Jersey Commons is designed to serve individuals with the greatest needs in our community. Twelve units are reserved for individuals who frequently utilize crisis stabilization and detox services. These residents now have access to comprehensive, on-site care—including primary medical services, mental health treatment, and substance use support—delivered directly by Tri-County Human Services. An additional ten units are dedicated to young adults aging out of the foster care system, offering them a secure foundation for the next chapter of their lives.

The development, backed by a $23 million investment, was made possible in part through low-income housing tax credits from the Florida Housing Finance Corporation. With more than 11,000 applications submitted for the remaining units, the overwhelming demand highlights the urgent and ongoing need for supportive, affordable housing in our region.

Jersey Commons is built to promote resident well-being and community engagement. In addition to its thoughtfully designed living spaces, the complex features a community room, fitness center, and coordinated residential support services. These amenities work together to foster stability, personal growth, and inclusion for all residents.

Tri-County Human Services is proud to be a part of this milestone initiative. Our commitment to providing integrated care in a stable and supportive environment is at the heart of Jersey Commons. This development marks a powerful step forward—but it’s just the beginning. Plans are underway to expand this model and continue advocating for housing solutions that offer not only shelter but also health, hope, and opportunity.
